| 摘 要： | 在我国社会主义现代化进程中，县域经济社会的发展起着极为关键的作用，对于县级地方政府执政能力的评价是推动地方政府执政能力建设的必要条件。将评估的价值取向定位于“提升地方政府执政能力，建设和谐县域社会”，建立以政府内部管理为核心，以经济发展、社会进步为主线，包括行政管理能力、经济发展能力、社会公共服务能力、可持续发展能力四个层面的评估模式。

| Abstract: | In the process our country＇s socialist modernization, the social development of county economy plays a crucial role in local county government, and the governing capability evaluation is necessary to promote the construction of local government＇s management ability. The value orientation of evaluation is ＂improving the governing capability of local government and constructing the harmonious county - governed society＂, and constructing the evaluation model with internal government management as the core, economic development and social progress as the main line, including administrative management ability, economic development ability, social public service ability and sustainable develooment ability. |
