| 摘 要： | 近年来，第三部门组织在我国得到了大力的发展，发挥了重大的作用，已是一个不争的事实。然而，在其发展的过程中，也出现了许多问题，主要是行政化倾向严重；资源和能力不足；分布不合理，发展不平衡等。因此，政府要积极地进行职能转变，还权与社会，为第三部门组织的发展创造良好的法律和制度环境。第三部门组织要采取各种措施完善自身的组织建设。

| Abstract: | For recent years, nonprofit organizations has greatly improved and played an important role in China, as known to all. However, there exist lots of problems in progress such as lack of resources and ability, unreasonable distribution, imbalanced development. The government first should change its function, give back rights to the society and offer good environment of law and system to nonprofit organizations. At the same time, nonprofit organizations should take various measures to perfect its self construction. |
