| 摘 要： | 集体林权制度改革后森林防火面临新的形势,政府的森林防火职能与作用急需转变。要强化政府的森林防火消防监督检查职能;推动林农参与森林防火工作,建立政府、个人共同防火的新机制;解决好森林防火基础设施建设和火灾扑救工作中与林农利益冲突的一些问题;推动森林火灾保险工作的开展;加强法制建设,依法行政,做好管理和服务工作。
