| 摘 要： | 市场经济下政府的经济职能概括为三点：第一,资源配置职能,第二,收入分配职能;第三,稳定与发展经济职能,从“资源配置”角度考察,近几年的国债投资明显倾向于“公共产品”,但我们只注重对交能、通信、城市基础设施、农林水利这些硬件基础设施的投入,而对教育,基础科研,法制建设和社会保障等软件基础设施的投入力度不足;从“分配职能”角度考察,政策的设计虽然考虑到政府的分配职能,但效果并不理想;从“稳定和发展经济”的角度考察,我国们还应该下工夫寻找更好的“政策组合”。

| Abstract: | The government of market economy country undertakes three economic functions. The first is the allocation of resources. The second is income distribution. The third is stabilizing and developing economy. Observed from the angle of "the allocation of resources", the investment of national debt obviously trend " the public goods ", but we only paid attention to hardware of basic installations such as traffic, communication, city basic facilities, farming, forestry and water conservancy, while we paid less attention to the software of basic installations such as education, basic scientific research, legal system and social security system. Observed from the angle of "income distribution", the design of the policy took income distribution into account, but the effect is not satisfied. Observed from the angle of stabilizing and developing economy, we should do our best to find the better "compose of the policies". |
