| 摘 要： | 国家高新区当前已成为我国经济发展的重要区域，推动着科技与经济的成功结合。人才资源是高新技术产业化和发展国家高新区的重要保障。本文依托战略学的战略要素，通过对当前人才战略国内外环境以及国家高新区人才情况的详细分析，提出国家高新区人才战略的指导思想和人才战略目标，并进一步探讨了人才战略重点和人才战略对策，以期服务于国家高新区人才战略的实施。 |

| Abstract: | The national Hi -Tech Parks have become an important economic development area in China now, facilifating combination of science and technology with economy. The talents resource is a crucial guarantee for Hi - Tech industrialization and Hi - Tech Park development. Based on the strategic elements, the paper focuses on the concrete analysis of the domestic and international environment and national Hi - Tech Park conditions for talents strategy. In the following, the instruction thoughts and the aims of talents strategy are brought forward, and thestrategy emphases and countermeas- ures are further discussed. |
