我国食品安全监管体系的借鉴完善

摘    要:近些年来,食品安全问题频发,企业诚信严重缺失,并暴露出监管体系存在的责任主体不清、风险分析前置程序缺位、食品安全标准杂乱无章等一系列缺陷。在系统研究美国模式、欧盟模式、加拿大模式、日韩模式的基础上,我国应当构建以政府主导、企业自检自律和公众积极参与的三维一体监管模式,从而有效实施食品安全的监管。

Abstract:In recent years,food safety problems frequented with a serious lack of business integrity,which have exposed a series of defects in the supervision system,such as blurred subject of liability,the prepositional procedure vacancy of risk analysis,and desultory food safety standards.Based on the analysis of models from the United States,the European Union,Canada,Japan and South Korea,China should build the three-dimensional integrated supervision model with governmental dominance,enterprise self-discipline and the public active participation so as to carry out effective implementation of food safety supervision.
