| Abstract: | The entering of WTO makes the government and large numbers of the state owned enterprises face a worldwide competition. Thus we should quicken the steps of the reform of the government apparatus, set scientifically the limits of the functions and powers of the government and draw a clear line between the duties of the governments and that of the enterprises in order to get prepared for the chances and challenges. |
