| 摘 要： | 不同地区不同区域征地政策不一致、同一区域不同征地用途政策不一致、不同阶段征地政策不一致、土地级差地租分配不合理等是我国城郊集体土地征用中存在的问题.原因在于土地产权不清晰、土地征用法规不完善、征收补偿费分配不合理、征收行为中权益不对等及部分地方领导发展观与政绩观出现偏差.因此,加强城郊集体土地非农开发和征收政策的宏观调控、完善土地征用制度改革、合理分配级差地租、建立和完善失地农民的就业安置和养老、医疗保障体系是解决"三农"问题,构建和谐社会的重大课题.
