| 摘 要： | 建国初期，防疫察北鼠疫是应对危机事件的典型。广大人民群众在中国共产党的领导下，破除迷信，加强宣传教育，并请苏联专家和防疫队指导工作，采取注射菌苗、捕鼠灭蚤等各种措施，鼠疫很快被扑灭。这充分体现了人民政府对突发事件的应对能力，为以后危机事件的处理积累了宝贵的经验。

| Abstract: | The prevention of the Chabei bubonic plague was a typical response to emergency in the days of founding of the New China. Under the leadship of the CCP, people applied many measures to do with the problem, such as did away superstition, enforced propagation, injested vaccine, caught and killed mice, asked Soviet Union experts and hygiene epidemic prevent group for help, So bubonic plague in Chabei was wiped out quickly. It meant that the new government could deal with the emergency problem,and the prevention of Chabei bubonic plague gave important experience to deal with emergency for the new government. |
