| 摘 要： | 保证滑雪项目运动员不受恶劣气候条件的影响,安全地参加比赛是大冬会成功举办的一个重要标志。认为恶劣气候环境对举办城市的形象、声誉和经济发展会产生不良的影响,使运动员、观众不能正常地参加预观看比赛,并降低哈尔滨申办冬奥会的成功率。提出申办冬奥会是为黑龙江省经济的发展创造一次机遇,应采取建立应急制度与工作流程、提高气象预测工作的科技投入、开展公民安全意识教育、公开诚信的宣传方式与制定应急方案等措施,防止恶劣气候的发生,避免意外事件产生的不良影响,提高黑龙江省抗御自然灾害与经济可持续发展的能力。

| Abstract: | An important function for holding the 2009 winter universiade in sound process is to ensure that the skiers can run in the ski competition without accident under the heavy weather. The article thinks that the heavy weather will make a bad influence in the host city image, repute and economic development, make the athletes and spectators to unfavorably participate in the competition, play down the success rate of Harbin city to bid for the Olympic winter games. It suggests that bidding for the Olympic winter games will create an economic development chance in Heilongjiang province,we should take some emergency measures and work Procedures by increasing the investment of science and technology in weather forecast, enhancing the education of civil safety consciousness, opening the lines of public communication and so on to avoid the bad influence of any accidents in the heavy weather and improve the capability of withstanding natural calamities and sustainable economic development. |
