| 摘 要： | 足球彩票作为一种特殊的融资手段，在国外已经有较为成功的运作经验。国外许多国家都发行足球彩票，并且足球彩票已成为这些国家体育经费的主要来源。运用文献法，对比法，逻辑分析等方法，就国内外足球彩票的发展，管理模式，资金收入的分配和使用情况进行了分析和比较后认为，在我国足球彩票业的发展过程中要转变思想，形成明确的认识观念；借鉴国外经验，从我国实际出发和强法制管理和法制意识；形态匠销售与管理；创新足球彩票的玩法，增设奖级。

| Abstract: | Soccer lottery, a special means of absorbing capital, has gained successful experience abroad. Some countries issue soccer lottery, and revenue of soccer lottery is a major source of sports funds in a State. In this paper, by using documents research.comparison research and logic research, the author depicts the development, management model, allocation of soccer lottery of the other coun-rics; Meantime compares to our country's, the author puts forward some suggestion for developing soc-cer lottcrv. |
