摘    要:以我国现行土地管理法的条文作为法律依据,分析了农村土地征用价格的构成。农村土地征用价格主要由农村土地质量价格、地面附着物和青苗补偿费标准及农村土地社会价值量构成。以此为依据,提出新的农村土地流转价格评估方法。考虑我国现有的农村社会保障覆盖情况,以农村土地的社会价值量占整个社会价值量的比率确定农村土地的价值,进而对农村土地征用价格进行价格评估,并以隆回县桃洪镇为例就新的评估方法做了阐述,新的评估方法较好地反映了农村土地流转的价格。

Abstract:On the legal basis of the current land management provisions in China,this article analyzes the compositions of the expropriation price for rural land as compensation,which is mainly constituted by the price of rural land with different qualities,the compensation standards of ground attachments and young crops and the social value magnitude of rural land.Based on this,it puts forward a new assessment method of price for rural land transfer.Taken into consideration our existing rural social security coverage in China,the value of rural land is just the ratio,determined by the social value magnitude of rural land to the whole social magnitude of value,thus the expropriation price for rural land is evaluated,and furthermore,it illustrates the new assessment method and takes Taohong town, Longhui county as an example,which reflects well the price of rural land transfer.
