| 摘 要： | 当前我国高校人事制度改革已进入全面推行聘任制和岗位管理制度为重点的综合改革时期.由于民族地区新建本科院校在改革与发展中面临许多瓶颈和难题,在进行人事制度改革时,必须对这些问题进行认真梳理,才能抓住要害、走出困境、化解难题,实现持续健康发展.
