| 摘 要： | 【目的/意义】构建数字政府建设和政府开放数据的耦合模型及其评价体系，实证分析模型间的耦合协调 度，为推动我国数字政府建设与政府开放数据进程提供对策建议。【方法/过程】基于LDA模型分别提取数字政府 建设与政府开放数据的核心要素，构建二者之间的耦合模型及其评价体系；借鉴物理学中的耦合函数，构建评价体 系的功效函数、耦合度函数、耦合协调度函数；实证分析评价体系的耦合值和耦合协调值，探讨我国数字政府建设 与政府开放数据之间的耦合协调性。【结果/结论】我国数字政府建设和政府开放数据目前都处于发展阶段初期， 且政府开放数据发展水平高于数字政府建设；二者的耦合等级属于中度耦合水平和良性协调耦合，有待政府、公 众、企业等各方协同参与，共同促进我国数字政府建设和政府开放数据的良性协同发展。

| Abstract: | Purpose/significance]Studying and constructing the coupling system and evaluation system of digital government construction and government data open,and empirically analyzing the coupling coordination between the system,so as to provide suggestions for promoting the process of digital government construction and government open data in China.Method/process]Using LDA model to analyze the core elements of digital government construction and government open data,and building the coupling system and evaluation system between them.Based on the coupling model,we construct the efficiency function,coupling degree function and coupling coordination degree function of the evaluation system.In addition,the paper also empirically analyzes the coupling value and the coupling coordination value of the evaluation system,and discusses the coupling coordination between the digital government construction and government open data.Results/conclusion]At present,both the digital government construction and government open data are in the early stage of development,and the development level of government open data is higher than that of digital government construction.The coupling level of the system belongs to moderate coupling level and benign coordination coupling,which needs the participation of the government,the public,enterprises and other parties,so as to promote the benign coordinated development of the digital government construction and government open data in China. |
