| 摘 要： | 加强对社会突发事件的预警、控制和管理的机制、体制和法制建设，提高政府对公共危机的应对能力，是当前各级政府面临的重大课题。任何负责任的政府，都必须建立和强化突发性社会事件的预警防范与控制机制，以提高自己驾驭复杂社会局面和化解重大社会危机的能力。 |

| Abstract: | The big problem facing governments at different levels is how to strengthen the building of the legal system,the forewarning system of emergent events,the system of control and management,and to level up the government's ability to solve the public crisis.Any responsible government must build up and strengthen the above-mentioned abilities,and then the government are just able to control and solve the complex and big social problems facing us. |
