| 摘 要： | "以人为本"道德理念包含尊重人的生命和生存权利、崇尚人的价值和人格尊严、关心群众疾苦、维护人民利益以及一切向人民负责的内涵。社会管理缺少"以人为本"道德理念对于政府职能转变以及社会稳定具有消极影响。将"以人为本"道德理念应用于社会管理,需要落实提升公务员素质、完善社会组织自我管理的运行机制、建立基层人民参与社会管理的保障机制等具体措施。

| Abstract: | The "people-oriented" moral philosophy contains the respect for human life and the right of human existence,advocating people’s value and dignity,caring about people’s sufferings,safeguarding people’s interests and taking responsibility for them.However,the lack of "people-oriented" moral philosophy will result in some passive effects on the transformation of government functions and the social stability in the social management.If "people-oriented" moral philosophy is used in the social management,some specific measures need to be taken to improve the quality of civil servants,perfect the operational mechanism of self-management of social organizations and establish the protection mechanism to safeguard the right of grass-roots people’s participation in the social management. |
