| Abstract: | The overall reform of the personnel management system is under way in the public institutions. The personnel recruitment scheme will be adopted by most of the institutions. Development of human resources will replace the traditional personnel management. With China's entry into the WTO and the coming of the era of intellectual economy, the personnel management of the public institutions will comply with the international practices. Great changes will take place in personnel management concerning its scope, key points, methods and concept. The functions of personnel management will undertake rearrangement. |
