摘    要:中国出口贸易隐含的碳排放量因经济发展依赖出口而居高不下,在现有出口贸易发展模式下,提高效率是碳减排的关键。本文利用包含非期望产出的全局参比Malmquist-Luenberger DEA模型,测度中国30个省域(不包括香港、澳门和台湾)2000- 2012年出口贸易的碳排放效率,并进一步做探索性分析。结果表明:省域出口贸易碳排放效率在2000-2012年间平均增长为2%,技术进步是主要推动者,但是技术效率呈递减趋势,年均下降0.5%;全国省域出口贸易的碳排放效率在空间上呈现不均衡分布的特征,东部出口贸易碳排放效率高于中西部;省域间效率改进存在差异;因为2010-2012年国家对碳减排的高度重视和管控,效率进步比其他年份显著,其中,东部地区的效率变化差异小于中西部地区;2012年的省域碳排放效率变化有明显的双峰特征,比2010年的显著,表明地区间效率差距缩小。最后,基于以上研究结论给出了相应的政策建议。

Abstract:It is widely acknowledged that a reduction of carbon emissions in export trade is of great significance to the development of a low-carbon economy. Using the global Malmquist-Luenberger data envelopment analysis model that contains undesirable output, we evaluated carbon emission efficiency of Chinese provincial export trade during 2000-2012. The results show that the carbon emission efficiency of provincial export trade increases two percent annually, with the major driving force being technical development. However, efficiency change shows a depressive trend of 0.5 percent annually. The carbon emission efficiency of provincial export trade showed uneven distribution in space, in which eastern provinces are higher than central and western provinces. Efficiency improved from 2010 to 2012 because more emphasis has been put on carbon dioxide emissions in Export trade. There are some differences in inter-provincial efficiency improvement. Differences in efficiency change for eastern provinces is smaller than for central and western provinces. The changes in 2012 compared to those in 2010 have a twin peaks feature as compared to other years. The first one is that the technology innovation aiming to reduce carbon dioxide emissions is strongly advocated. We should pay more attention to not only technological change but also efficiency change. In addition, it is necessary to set up all kinds of collaboration among provinces to support each other;benefit from information sharing so that we can avoid vicious competition;and make full use of national policy to constrain, encourage and guide carbon dioxide emissions in export trade. Accompanied by policy, it is not possible for the impact of the market mechanism on modern society to be over exaggerated.
