| 摘 要： | 随着我国高等教育的飞速发展，高校安全日益成为一个不容忽视的现象。大学安全立法是解决高校安全事故纠纷的基础，其核心是正确界定高校的安全义务；高校保卫机构是预防安全事故的安全阀；仲裁解决纠纷是消解冲突的必要路径；在事故赔偿救济中引入社会力量是弥合裂痕的有效方式。
