| 摘 要： | 西部大开发对我国21世纪的发展意义重大，西部大开发要把生态环境建设放在突出的位置，走可持续发展之路，目前，我国的相关体制与制度尚不适应西部地区生态环境建设的要求，当务之急是推进制度创新，构建和完善西部地区生态环境建设的激励和约束机制，为西部地区的生态环境建设创造良好的制度性保障。
