| 摘 要： | 非政府组织具有专业性强、草根性明显、组织结构少而精干、对外联系广等特点,因而在灾害应急行动中具有反应速度快、救援质量高、社会资源广等优势。在外国灾害应急体制中,非政府组织在法律上有保障,机构中有地位,建设上有扶持,救灾中有动员。我国应借鉴国外的相关经验,建立起我国的非政府组织动员体系,把非政府组织动员纳入国家有关应急法律法规,加强对专业性非政府组织的扶持力度,加强对国外非政府组织的引导与管理。

| Abstract: | The non-governmental organizations have quick response, high quality of rescue, extensive social resources and other advantages in the disaster emergency response, because of their feature of strongly professional, clear grassroot, effective organizational structure, wide outside contact. In foreign disaster response system, NGOs have the legal protection, institution standing, support of organization construction and mobilization in disaster relief. China should learn from foreign experience, and establish the system of NGOs’ mobilization, bring NGOs’ mobilization into the national related emergency response laws, strengthen the support efforts to professional NGOs and the guidance and management of foreign non-governmental organizations. |
