| 摘 要： | 城乡义务教育一体化是破除城乡义务教育二元体制、促进教育公平的时代诉求。按照我国行政管理体制，城乡义务教育一体化包括行政区内的城乡义务教育一体化和跨行政区的城乡义务教育一体化两大类型。义务教育的属性特点和社会公平的伦理要求共同决定了各级政府必须承担起推进城乡义务教育一体化发展的财政职责。当前，要解决各级政府财政收入格局与各级政府对义务教育财政职责不对称的问题，各级政府应针对不同地区的具体情况要履行与其财政能力相适应的财政职责，其中县乡政府需承担力所能及的财政职责，省级政府承担最主要的财政职责，中央财政承担对省级政府财政转移支付职责。

| Abstract: | The integration of urban-rural compulsory education is the appeal of the new era to get rid of the dual system of urban-rural compulsory education and promoting educational equity .In accordance with China＆#39;s administrative system , the integration of urban-rural compulsory education embraces two types ：the intra-admistrative-district integration and inter-admistrative-district integration . The attribute of compulsory education and the ethical requirements of social equity call for governments at all levels to undertake the financial responsibility of promoting the development of the integration of urban-rural compulsory education . Currently , to solve the problem of asymmetric relation between the pattern of government revenue and the financial responsibilities of government at all levels for compulsory education , governments at all levels should focus on the specific circumstances of different regions to fulfill its fiscal responsibility in correspondence with its financial capacity . The governments of counties and township do need to undertake some financial responsibility , while the main financial responsibility should be undertaken by the provincial governments . The central government should undertake the responsibility of providing transfer payment for the provincial governments . |
