| 摘 要： | 西北民族地区的现代化建设应该是社会的全面进步，实施化优先发展战略能够全面提升人力资源素质，进而带动和支持本地区经济，社会的发展；能够引导民族化与宗教化中积极因素发挥其社会协调功能，确保社会的稳定发展和国家的战略安全利益；能够创造民族化发展与经济发展的良性互动环境，促进民族化产业化和经济发展，因此，通过实施化优先发展战略推动社会的全面进步是一条符合西北民族地区实际的现代化发展途径。

| Abstract: | The modernized construction of the northwestern regions inhabited by minority nationalities means social advance in an all-round way. Implementing the strategy of giving priority to the cultural development is capable of elevating in an all-round way the quality of human resources, thus spurring on and supporting an all-round development of the locality; of exploiting the positive factors in ethnic ane religious cultures so as to ensure a steady social development and safeguard the strategic interests of the state security; of promoting economic and cultural development and ethnic-cultural industrialization, thus creating an environment in which ethnic-cultural development and economic development interact with each other beneficially. So, to practise the strategy of giving priority to the cultural development is the best way to realize the development of modernization and it is doubtless in the interests of the northwestern regions inhabited by minority nationalities. |
