摘    要:20世纪90年代以来,德国政府对高等教育管理体制进行了大刀阔斧的改革,其范围涉及政府与高校权力的关系、财政经费、人事薪酬、招生入学等方面。借鉴德国的改革,我国高等教育发展应该改革高等教育投入体制,提高资源使用效率;扩大高校自主权,调整政府与高校之间的关系;改革高校人事制度,优化教师队伍建设;改革高校招生入学制度,保障高等教育公平。

Abstract:Since 1990s,the German government has made great reform in its higher education management system.The reform covers power game of government and university,financial expense,human resource and salary management,and enrollment,etc.Taking some effective reform measures of German reform for reference,the development of higher education development in China should reform the investment system of higher education,and improve the efficiency of resources ;enlarge the autonomy of university,and adjust the relations...
