| 摘 要： | 20世纪90年代以来,德国政府对高等教育管理体制进行了大刀阔斧的改革,其范围涉及政府与高校权力的关系、财政经费、人事薪酬、招生入学等方面。借鉴德国的改革,我国高等教育发展应该改革高等教育投入体制,提高资源使用效率;扩大高校自主权,调整政府与高校之间的关系;改革高校人事制度,优化教师队伍建设;改革高校招生入学制度,保障高等教育公平。
