| 摘 要： | 学院制是指大学以学院为管理中心,学院具有实体性、主体性、自主性特性的大学内部组织结构形式和管理模式,即在学院设置中体现实体性,在学校事务运行中体现主体性,在学院内部管理中体现自主性。实体性是学院设置的指导思想,学院是一个有组织机构和人、财、物、事管理权限的管理实体;主体性是学院运行的指导思想,学校的一切活动都应该为教学科研的主体服务,以确保学院制运行效率;自主性是学院内部管理的指导思想,学院对内可自主决策,对外可参与吸引资金、社会办学、社会服务等活动,增强学院的办学实力。
