| 摘 要： | 中国政府绩效评估研究硕果累累,已成为中国公共管理研究的一个亮点,但研究成果的质量有待进一步提高,研究成果的应用性有待进一步增强,研究方法有待进一步改进.深化中国政府绩效评估研究建议重点关注以下五个课题:政府绩效评估理论框架的构建和学理层面的阐释;基于科学发展观的政府绩效评估体系的构建与实施研究;政府绩效评估的心理因素及作用机制研究;中国政府绩效评估的科学化、民主化、法制化研究;特定政府层级、特定政府部门和特定政府管理项目绩效评估的研究.深化中国政府绩效评估研究应从宏观上着力,注意正确处理政府绩效评估政治性与科学性的关系、凸显政府绩效评估的实证研究、注意研究方法的科学性、在服务中求支持,在贡献中求发展、加强科研队伍建设和学术平台的搭建等五个问题.

| Abstract: | Research on Chinese government performance evaluation becomes a hot topic of public management,but there is much to be improved: quality and application of research achievements,methods improvement.Further theoretical studies should be supposed: expatiate and construct the theory framework of Chinese government performance evaluation from a theoretical level;build and apply indicator system based on scientific development view;study mental factor and function of government evaluation;advance the evaluation more scientific,democratic and legal,evaluate government performance of specific levels,specific department in specific levels or specific public project.Deepening the research on Chinese government performance evaluation should appropriately deal with the relation between politic and science,highlight positive study,attention to scientific methods,seek support and development from service and contributions,strengthen scientific research power and build academic platform. |
