| 摘 要： | 汶川震后主要工作已由应急抢险转入恢复重建阶段,政策执行成为下一阶段必须高度重视的问题。研究认为,巨灾导致政策执行面临快速性与复杂性、统一性与差异性、公平性与效率性、成本性与效益性、民主性与科学性、单一性与综合性以及决策性与执行性等主要困境。为此,恢复重建政策实施必须遵循"整体推进,全面覆盖;相对独立,平战结合;软硬并重,全面提升;减法推进,动态调整;立足基层,示范推广"的基本原则,建立政府主导、社会参与的综合性政策平台,快速便捷、上下通达的社情民意反馈机制,相对独立的第三方政策评估机制,以及恢复重建所需人力、财力、物力和智力保障系统,实施依托当地、能力建设优先的策略导向,构建主动型、开放式、动态性、减法式的政策实施机制。

| Abstract: | Focus of the Wenchuan earthquake rescue and relief efforts has been gradually shifted to post-quake recovery and reconstruction,during which phase policy implementation becomes especially important.This article pointed that catastrophes like the Wenchuan earthquake have resulted in the decision dilemma which needs to swiftly balance the speed and complexity, unity and diversity,equality and efficiency,cost and benefit,democratic and scientific,unique and comprehensive,and decision-making and implementation.Therefore,policy implementation during the recovery and reconstruction phase of Wenchuan earthquake should rather be transparent,dynamic,active and corrective. A participatory policy platform which involves both the state and the society,a bottom-up information system to provide decision-makers with the necessary information,a third-party policy review and evaluation mechanism,as well as a physical,human,financial and natural capital support system,should be designed,developed and applied carefully. |
