| 摘 要： | 以制订和实施教育发展战略为核心的＂教育战略热＂已经席卷全球。世界各国在教育发展战略的地位认同方面,自觉将教育发展战略确定为国家整体战略的重要基础;在目标定位方面,重点突出教育的人力资源开发功能;在战略抉择方面,日益注重科学化、民主化和法制化;在内容选择方面,高度关注优化运行机制、扩大教育机会、丰富教育资源、优化教育目标、强化质量评价机制;在战略实施方面,日益重视教育的信息化、国际化。
