| 摘 要： | 改革开放以来,我国在经济总量大幅提升的同时,资源能源短缺、环境恶化问题日益严重。坚定不移地走可持续发展道路、建设美丽中国,必须转变经济发展模式,正确处理经济发展与人口、资源、环境的关系,全面促进循环经济的发展。文章从为什么、是什么、怎么做3个角度提出了基于生态文明观的循环经济发展建议。

| Abstract: | Chinese reform and open policies contribute to the great improvement of eeonomy on the one hand, and the shortage of resourees and environmental deterioration on the other hand. Sustainable development and constructing a beautiful China needs a new economic developing mode. People have to deal with the relationship among development, population, resources and environment appropriately to fully promote the Circular Economy. This paper put forward some suggestions from the aspeets of why, what and how. |
