| 摘 要： | 文化在高新技术开发区的发展中具有重要的作用。高新技术开发区文化是一种独特的社区文化，又是一种管理理论，具有双重含义。高新技术开发区文化可以分为价值观念、制度和器物等三个相互影响、相互制约的层次。它们形成了由表及里，由外到内的有序结构。

| Abstract: | Culture plays an important part in the development of hi-tech industrial area. A n d culture of the area carries double meanings: a special community culture and a kind of management theory. The culture falls into three levels, i.e., values, s ystem, and implement, which influence and condition each other, forming an order ed structure from the outside to the inside. |
