| 摘 要： | 领导干部在社会中的地位和作用决定了“官德”建设对以德治国的影响和导向,“官德”的构建是以德治国的关键。官德的核心是“为什么要当官?”,具体表现是“廉政、勤政、优政”。转变和提高领导干部的官德,一靠自省,二靠制度约束。

| Abstract: | The position and function of the officials determines the construction of their morality and the effect and direction of governing a country by morality. The core of officials' morality is "why to be government leaders?" Its main features are honesty, diligence, and efficiency in office. Transforming and perfecting leaders' morality need their self-realization and the restriction of rules on them. |
