| 摘 要： | 美国在20世纪70年代中期至20世纪80年代末90年代初实施“公平贸易政策”，反映了在这一时期美国在世界经济中的地位和作用已相对下降，其传统优势产业及其产品的国际竞争力遭遇自日本、西欧、前苏联及一些新兴工业化国家严重挑战而相对削弱的现实。美国实施这一政策的主要目标在于保护和扶植本国产业国际竞争力；在有条件开放美国市场的同时，保证外国市场对美田“公平”“对等”开放。

| Abstract: | The policy of fair trade of America,which was carried out from the middle of 1970s to the end of 1980s and the beginning of 1990s,showed that American economy fell into a decline in the world econony during this time. The industry and products from Japan,Western European countries,the former Soviet Union and NIEs would be a challenge against American traditional industrial superiority and international competition of its traditional products,which would be weakened. The main purpose of the execution of this policy was to protect and foster its industrial superiority among nations and assure that the mutual markets would be opened on a reciprocal condition. |
