| 摘 要： | 根据我国专利文献数据的特点,在研究比较我国已有的专利评价指标体系和参考Holger Ernst的专利组合分析指标体系的基础上,初步建立适合我国国情的专利组合分析评价指标体系。从指标体系的设计目的、原则、指标选择和构建等方面进行分析研究,构建包括数量类指标、质量类指标和综合类指标的评价指标体系,以实现对各级组织的专利情况进行有效分析,进而为其制定技术研发和市场竞争战略提供分析工具和决策参考。

| Abstract: | According to the traits of data of patent documents,based on studying comparatively the existing patent evaluation index system and referring to Holger Ernst s patent portfolio analysis index system,the paper has preliminary established the evaluation index system of patent portfolio analysis suitable for China.By researching into the design purpose,principles,and construction of the index system,a set of patent indicators including the patent quantity,quality and integrated indicators have been establishedfor an effecfive analysis of the patent datas by organizations at all levels. Finally the evaluation index system can provide analytical tools and decisionmaking w.ferenee for all organizations developing R＆D and marketing competitive strategy. |
