| 摘 要： | 文章通过考察三种公共政策理论框架对伦理研究的缺失,借鉴其在理论研究中的有关方法,提出了一种综合研究和考察公共政策中伦理问题的框架式思路,以弥补各理论框架对伦理关注的不足和缺撼,从而大大提高了公共政策在伦理上的合理性和应用价值。

| Abstract: | By researching the absence of ethical study in the theoretic framework of three public policies,a framework idea studying the ethical problem is proposed with some ethical approaches as reference to make up the absence or inadequacy of the ethical concerning in the theoretical frames,which promotes the rationality and application of the public policy to ethics. |
