| 摘 要： | 西部农村开发是西部开发的重要组成部分。开发西部农村要重视对第一产业产品的开发，应发展劳动力市场，促进西部农村劳动力的流动。生态建设既是西部农村开发的前提，又是西部农村开发的重要目标。明晰产权、合理的税收及政府补偿是西部农村生态建设的重要经济手段。

| Abstract: | The rural development in western China is a very significant content in the whol e western development. So,the rational choice is to promote the migration of rural labors and perfect the labor market. The development of the primary sector product should be taken into consideration. Ecological building is both the pre mise and the target of developing western countryside, some economic methods, su ch as defining property rights, adopting rational taxation and governmental comp ensation and so forth. |
