| 摘 要： | 可持续发展既是一种全新的发展观，也是一种发展策略。扩大开放是电大实现可持续发展的必然选择。为有效解决制约“开放”的深层次问题，防止规模下降，确保质量提升，在发展理念上，要着力创新人才培养模式、教学模式和管理模式，建立可持续发展的长效机制；在发展策略上，要确立可持续发展的战略目标，在“特”、“优”、“强”、“大”上下功夫。
