| 摘 要： | 国务院批准了北京、上海、江苏、广东、云南5个省市和中央电大开展＂探索开放大学建设模式＂的改革试点,使云南开放大学的建设进程驶入了快车道。云南开放大学应是学习型云南的重要支柱、教育立交桥的关键枢纽、集学历教育与非学历教育于一体的新型大学,它以开放性为基本特征,主要运用现代教育技术,面向全省民众开展各级各类教育,具有政府办学的公益性质,具有独立法人资格,享有国家法律规定的大学地位和相应的办学自主权。
