| 摘 要： | 信访本质上是公民、组织的政治参与。它具有信息功能、监督公共权力功能和救济功能。但由于现行信访体制的诸多弊端,严重制约了其功能的发挥。如由监察机关承担信访职能则可以较好地解决目前信访体制存在的弊端,充分发挥信访的作用。

| Abstract: | Letters and Calls System of Complaints from the People is in essence citizens' and the organizations' political participation. Its functions include channeling information, supervising the exercise of public power, and seeking and offering of assistance. Present defects in the system seriously impede these functions. The present defects could be removed if the system is designated the supervisory organs. |
