| 摘 要： | 从经济意义上说,县城是区别于农村的城市,而且已经演进为现代意义上的小城市。发展县城意义重大,它理应成为我国农村城市化的主要途径。而要发展县城,必须加强而不是削弱县级政府的经济职能,同时按照城市发展的一般规律,并结合地方特色规划和建设县城,尤其要充分调动当地农民的积极性。

| Abstract: | Economically speaking, county towns are cities different from the countryside and have has evolved into small cities in modern sense. It is of great significance to develop county towns and the development of them should be taken as the main means to realize the urbanization of the countryside of our country. To develop county towns, however, it is necessary to strengthen instead of weakening the economic functions of county-level government, and at the same time the planning and construction of county towns should be done according to the general law of urban development and combined with local characteristics. |
