| 摘 要： | 村级换届选举是农村群众行使民主权利的重要形式之一，也是村民自治的前提和关键。调查研究发现，大部分农村团员青年对村级选举有较高的政治认知水平和比较积极的政治态度，政治参与行为趋向理性。但也存在一些不足，如服从性参与比例较高，委托投票现象较多；政治冷漠隐性存在，法治意识尚待加强；政治参与过程中团员意识不明显，团员政治特征隐性淡化等。这表明，进一步加强村级换届选举的程序化建设，推进青年委员专职专选的制度构建，发展农村基础教育，多形式多渠道培育农村选举文化和法治文化，创新新形势下的团员意识教育，是我们今后农村基层民主建设工作中的重要内容。

| Abstract: | The new round of the village-level election is an important form for the people in rural areas to exercise their democratic rights,and also is the key and premise of the villagers’ self-governmance.The survey showed that most of the Youth League members in rural areas have a higher level of political awareness and more positive political attitudes about the village-level elections,and their participation into politics tend to be rational.But there exist some disadvantages.This indicates that further strengthening the procedure construction for village-level election,building a variety of channels to train the culture of the village elections and the rule of law,strengthening the League members’awareness education under the new situation and so on,are the important contents of the building of the democacy in the countryside. |
