| 摘 要： | 服务型政府是在道德选择的基础上对传统行政体制的重大改革,这不仅是全新的公共治理理念,更是一种新的政府管理模式。服务型政府蕴含着以人为本、执政为民、公共服务市场化及有限政府的治理理念。在公共治理理论视野下,通过加快分权改革,培育发展公民社会,转变政府职能、提高政府执行力、推进电子政务等途径实现服务型政府,使服务型政府的建设逐步向公共治理模式发展。这将是我国政府管理的一种创新方式,能够寓政府的管理于服务之中,能够更好地为基层、企业和社会公众服务。
