| 摘 要： | 由于民主、服务行政理念的缺乏;政府职能的“错位”、“越位”、“缺位”;公众与政府信息不对称,地方政府信用问题成为我国加入WTO后面临的一个很严峻的挑战。为此,要转换政府职能,建设有限政府、服务政府;规范和完善行政工作程序;推行和完善政务公开制度;加强对政府行为的监督,建设高素质公务员队伍;建立政府信用评估制度;建立政府失信惩罚机制,建立诚信政府,以适应WTO规则,推进地方经济发展。

| Abstract: | Due to the lack of democracy and administrative conceptions, the dislocation, overstepping and omission of the government functions, and the asymmetry of information between the public and Government, the credit of the local governments met with a severe challenge after China's entry into WTO. Under such circumstances, the functions of the governments should be transformed to build a government of limitation and that of service; the procedures of administrative work should be standardized and consummated; the publicity of the government affairs should be popularized and perfected and the evaluation system of the governments' credit should be set up. The Government should develop a mechanism to punish those wanting for credit. All in all, we should establish a government of good faith to correspond with WTO rules and enhance the development of local economy. |
