| 摘 要： | 西藏开发首要从解决教育入手。发展教育，解决人才严重匮乏是当务之急。西藏要把教育放在重点之重的地位，要吸收各种国际组织和团体对西藏教育的合法援助，允许内地各种社会力量到西藏办各级各类学校，加大加快教育改革；创造良好环境，制定优惠政策，吸引区外人才，从而实行跨越式发展，为国家的长治久安和社会主义制度的巩固奠定坚实的基础。

| Abstract: | The opening\|up of Tibet should start from educational development.The task of top priority is to solve the problem of serious shortage of talented personnel in Tibet.So education should be put in the most important position.In order to speed up educational reform,we should enlist legal aids to Tibetan education from international organizations and societies and allow various inland social forces to establish schools of different types and at different levels in Tibet. We should also provide a good environment and formulate preferential policies to draw talented personnel from other places so as to make a great leap forward in development and lay a solid foundation for both our country's long term stability and consolidation of our socialist system. |
