| 摘 要： | 高技术创业从广义角度是指经济活动中进行的高新技术创新活动,不仅包括高新技术的产业化,而且包括高新技术改造传统产业。高技术创业及其产业化问题,无论是高层次、多方位、多渠道、多模式的发展,还是项目的最佳选择和资金的优化配置,都要在发挥各方积极性的同时,依靠政府加强宏观管理,总体规划,制定各种优惠政策和合理制度,提供综合服务,创造促进高技术创业活动的优良投资环境。为此,文章本着既要宏观调控,又要微观管理的原则,就我国90年代高技术创业及其产业化发展提出了八大对策,供有关决策部门和研究人员参考。

| Abstract: | Generally, High-tech Establishment (HTE) is a kind of economic activity in high and new technology establishment. It includes not only industrialization of high-tech, but also high-tech of the traditional industry. The issue of HTE and its industrialization, a best choise of items and arrangement of fees will depend on all kinds of enthusiasm, intensification of goverment general administration and project,to make various favorite polices and resonable regulation, to supply synthetic service and to creat a good investment condition for the HTE activity.Therefore under the rules of macro-organization and micro-administration, this essay will expound eight counter-measures of HTE and Industrialization Development in the 90's to the concerning policy department and research personal. |
