| 摘 要： | 本文论及的知情权是指宪法意义上人民对政府的知情权。知情权的产生又促使政府制定信息公开法 ,而建立完善的信息公开制度也是政治民主发展的必然要求。目前 ,建立信息公开制度 ,保障公民的知情权 ,已经成为现代民主发展的一个必然趋势。政府在实施信息公开、满足公众知情权的过程中 ,除了实施电子政府、网上政务公开等措施外 ,还有一项就是建立新闻发布制度。新闻发布制度在西方国家十分普遍 ,它是推动政务公开透明 ,增进政府与民众之间联系的重要手段。

| Abstract: | The right-to-know here refers to people's right to know the government. Emergence of the right forces the government to draft a law on information publicity and a perfect system for information publicity is also a necessity for the government's political democracy. At present, establishing the information publicity system and protecting the public's right-to-know has become an inevitable trend in the development of modern democracy. Besides carrying out e-government and online administration, the government can also set up a system of news publicity, which is quite common in western countries. |
