| 摘 要： | 生态补偿机制以保护生态环境，促进人与自然和谐发展为目的。区域生态补偿蕴含了公平、效益和俱乐部效应的法律理念，制度上能够保障生态建设地区的生存利益和可持续发展。在区域生态补偿制度中，应认真界定区域生态补偿主体，处理好资金转移支付和协调好区域关系。

| Abstract: | Ecological compensation mechanism is for the purpose of ecological environment protection and the promotion of harmonious development between man and nature. The legal implication of the regional ecological compensation is fairness, efficiency and club effect. The system of regional ecological compensation can protect ecological construction in the interests of the existence and sustainable development. In the regional ecological compensation system, the principal part should be defined for the regional ecological compensation, the fund transference and payment should be handled appropriately, and regional relations should be coordinated. |
