| 摘 要： | 提出一种新的TOPSIS效率测度方法，首先采用TOPSIS分别计算科技综合产出指数和科技综合投入指数，然后用二者的比例作为科技投入产出的效率值。该方法计算简便，是一种新的优秀的效率测度方法，将该方法与非径向超效率DEA相结合进行组合效率测度，克服了单一DEA效率测度稳定性差的缺陷，具有广泛的应用前景。实证研究表明，TOPSIS效率测度结果和非径向超效率DEA测度结果具有中等程度的相关，说明两者各有优势。中国东部地区科技效率要高于中部地区，中部地区科技效率高于西部地区。
