| 摘 要： | 文章首先对开放存取运动（OA）给学术内容的组织与利用带来的影响与挑战进行了分析与阐述，接着对在学术出版领域使用了十年的DOI系统及数字对象唯一标识符技术的发展和应用状况进行了介绍，最后对基于DOI／Handle的学术内容组织与利用的统一解决方案进行了详细讨论，并从覆盖各种模式的出版市场、提供学术内容组织的统一标准、以统一的权益管理技术实现多种访问许可模式，以及为内容的集成、揭示、长期保存、全面评价提供统一的标准和技术手段等四个方面分析了该方案的优势。文章的基本结论是：DOI／Handte结合的解决方案，对统一解决各种出版模式下的学术内容的唯一标识、定位、相互关联、集成与揭示、长期保存、访问许可、分析评价等问题具有很高的参考价值和可行性，但其实施与发展还必须符合市场的要求，并经受市场的考验。该文为《数字图书馆论坛》2009年第11期本期话题“OpenAccess”的文章之一。

| Abstract: | This paper focuses on organizing and using the academic contents which have been affected by Open Access. it firstly analyzes the effects on how to organize and use it. Secondly, the development of DOI system and digital object identifier technology is introduced, which has been used in scholarly publishing area for 10 years. Finally, this paper deeply discusses the solution of organizing and using the academic contents which is based on DOI/Handle, and further analyzes this solution＇s advantages in four ways： the publishing market about any publishing models; the united standard which was used to organize academic contents; more permission access models in united DRM technology; and providing united standards and technology to integrate, reveal, preserve long-time, and evaluate the contents. The basic conclusion is： the solution based on DOI/Handle has a very high reference value and feasibility to resolve the problem of academic contents＇ unique identifier, allocation, association with each other, integration, revelation, long-term preservation, access permission, and evaluation. However, how to put this solution in practice should be up to the mustard and stand the test of publishing market. |
