| Abstract: | Under the background of transition of higher education from super talents education to popular education,local institutions of higher learning must change their goal from training students with degrees to fostering students with actual abilities.They should attach more importance to raising students' abilities in learning,employment and innovation,which has become an important direction to boost educational reform for local institutions of higher learning. |
