| 摘 要： | 作物生产力原理、生产要素理论、地租理论等理论是<农用地分等规程>依据的基本理论;农用地分等是在计算农用地自然生产潜力的基础上,利用土地利用系数和土地经济系数逐级修正得到不同层次的农用地等别的.农用地自然质量等指数是农用地分等的最主要成果,它主要反映影响农作物生长的气候和土壤条件以及田间工程状况,可应用于一切有关土地质量评价的工作,在土地利用总体规划和耕地占补平衡评价等工作中有广泛应用价值.作物产量不仅受农用地的质量影响,而且还受投入与管理的影响;农用地利用等指数等于农用地自然质量等指数乘以土地利用系数,它反映了土地、资本和劳动3个生产要素的综合结果,它与农用地自然质量等指数相结合,反映了人们利用土地的能力和意愿,可间接指导通过增加投入和改进管理挖掘农业生产潜力;农用地经济等指数等于农用地利用等指数乘以土地经济系数,农用地经济等指数可以考察农业生产效益,可用来指导农业税费改革. |

| Abstract: | The Regulations of Farmland Grading is based on crop productivity principle, production factor theory, and land rent theory. The farmland grading is obtained through calculation of potential productivity of farmland, and step by step modification using land use coefficient and land economic coefficient according to the methodology of Agro-ecological zones (AEZ). At different categories, the farmland grading has different application directions. For example, the natural quality index, which is a basis of farmland grading, reflects climate and soil conditions influencing crop growth, as well as the farmland construction status. As one of the most important results of farmland grading, the natural quality index can be applied for every aspects related to land quality evaluation, especially land use planning and the appraisal of balance between cultivated land occupation and supplement. The farmland utilization index is based on the production factor theory. It means that crop yield is not only affected by farmland quality, but also controlled by the inputs and field management. So, farmland utilization index is calculated by multiplying the natural quality index and land utility coefficient. The farmland utilization index reflects the farmer's capacity and willingness to agricultural inputs and management. And the potential of farmland productivity is obtained by comparing the natural quality index and the farmland utilization index, and crop yield could be increased through increasing the inputs and improving management. Farmland economy index is calculated by multiplying the farmland utilization index and land economy coefficient, and the value of inputs, and income and benefit of agricultural production could be analyzed through analyzing the farmland economy index. |
